Creates the Colorado Second Chance Scholarship Program within the Department of Higher Education to award scholarships up to $10,000 to youth previously committed to the Division of Youth Services for pursuit of postsecondary credentials.

Establishes a five-member advisory board consisting of representatives from the Division of Youth Services, Colorado Commission on Higher Education, Department of Human Services, the program coordinator, and one individual with prior commitment to the Division of Youth Services.

Awards scholarships based on prior commitment to Division of Youth Services, demonstrated financial need, acceptance to an accredited institution offering postsecondary credentials (including trade schools, community colleges, and certificate programs), and other criteria adopted by rule.

Requires appointment of a program coordinator to provide counseling and support to scholarship recipients through regular meetings to set education and employment goals and connect students with wraparound services.

Appropriates $305,145 from the general fund to the Department of Higher Education for the 2019-20 fiscal year, assuming 0.8 FTE, with the program scheduled for repeal on September 1, 2022, subject to legislative review.
