Department of Revenue shall transfer electronic records of unregistered electors who provided U.S. citizenship documentation when applying for driver's licenses or identification cards to the Secretary of State for voter registration purposes.

County clerks send notice to eligible applicants informing them they have been registered to vote, with an option to decline registration or affiliate with a political party using a postage-paid return form.

Records returned as undeliverable within 20 days result in registration cancellation; records returned after 20 days result in inactive status, unless the person has already voted.

Department of Health Care Policy and Financing shall transfer electronic records of unregistered individuals applying for medical assistance to enable automatic voter registration using similar notification procedures.

Appropriates $312,907 for fiscal year 2019-20 across multiple state agencies to implement the automatic registration system; Sections 1, 6, and 7 take effect July 1, 2020, with remainder effective August 2, 2019.
