Requires Colorado Department of Transportation to convene a stakeholder group to examine economic, environmental, and transportation system impacts of new transportation technologies and business models including ride-sharing, car-sharing, and residential delivery services.

Stakeholder group must present policy recommendations to the Department by November 1, 2019, addressing potential fees on commercial vehicle use, infrastructure needs, zero-emissions vehicle incentives, and methods to encourage multiple-occupant trips.

Department must report findings and recommendations to the General Assembly during its 2019 annual presentation to legislative oversight committees, giving strong consideration to stakeholder recommendations.

Department shall promulgate rules by October 1, 2020, to implement stakeholder and legislative recommendations, with authority to impose fees on commercial vehicle use if authorized by the General Assembly during the 2020 legislative session.

Defines "motor vehicles used for commercial purposes" to include transportation network company vehicles, taxi services, rental cars, peer-to-peer car sharing, and residential delivery vehicles, while excluding freight deliveries and vehicles over 14,000 pounds.
