SB 19-244 Summary

• Creates the Office of Legislative Workplace Relations within the Office of Legislative Legal Services, headed by a Director appointed by the Director of Legislative Legal Services, to provide services related to employee relations, training, compliance, and workplace harassment investigations.

• Designates workplace harassment and workplace expectations complaint records as non-public, except that annual statistical reports on complaint totals and resolutions must be published without identifying individuals, and executive summaries with member names must be released when violations by General Assembly members are found (unless a two-thirds committee vote decides otherwise).

• Appropriates $221,925 to the legislative department for the 2019-20 fiscal year to fund the new office, based on an assumption of 1.8 additional full-time equivalent positions.

• Allows the General Assembly harassment committees to meet in executive session to discuss workplace harassment and expectations policies, and expands the definition of "personnel files" to include disclosures of intimate relationships filed under General Assembly policies.

• Exempts records created by the Office of Legislative Workplace Relations related to workplace harassment or conduct inquiries from public inspection under the Colorado Public Records Act, except for expenditure records (with identifying details redacted).
