Grants the Department of Human Services rule-making authority to amend administrative appeal timelines for the food stamp program to align with federal law requirements.

Allows the state department to promulgate rules requiring parties to file a written notice of intent to file exceptions within five days after service of an initial decision, or forfeit the ability to file exceptions.

Permits the state department to follow federal statute or regulation for food stamp appeals when state law sections conflict with federal requirements or when no specific conflict is clearly present.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
