SB19-247: Educator Performance Evaluation System Requirements

• Reduces the student academic growth component of teacher evaluations from at least 50% to 30%, with the remaining 20% based on other measures determined by school district or board of cooperative services boards to support student, educator, and system success.

• Creates a temporary working group composed of educators, administrators, parents, students, policy experts, and 6 legislators to study performance evaluation systems in Colorado and other states and identify best practices.

• Working group must meet at least four times before October 31, 2019, and submit a report by November 1, 2019, to the state board of education and education committees of the general assembly.

• Report shall include recommendations for improving implementation of performance evaluation systems and any appropriate regulatory or statutory changes to better support student learning and professional development.

• Working group is repealed effective July 1, 2020.
