SB19-250 Summary

• Requires electric utilities currently charging residential tiered rates to file revised rate designs with the Public Utilities Commission by April 30, 2020, effective on or before June 1, 2020.

• Mandates collapsing residential summer tiered rates into a single rate applying to all kilowatt-hours consumed during summer, while maintaining the same total summer revenue collection.

• Prohibits electric utilities from charging residential tiered rates or inverted block rates until the utility files a new electric rate case.

• Establishes the Legislative Investor-Owned Utility Review Interim Study Committee to study tiered electric rates, including impacts on residential customers, appropriate rate levels, effects on energy usage, and seasonal rate impacts; allows committee to hold four meetings during 2019 interim with repeal effective September 1, 2020.

• Takes effect August 2, 2019, subject to referendum petition provisions; if challenged, approval by voters in November 2020 election is required.
