Requires the Office of Information Technology to establish and maintain a separate inventory of IT equipment valued over $100,000 owned by or held in trust for every state agency.

Mandates development of a policy for the office's use of external vendors, including the Statewide Internet Portal Authority, in delivering electronic information, products, and services.

Requires major IT projects by state agencies to include a change management plan developed in collaboration with the state agency as part of the project plan.

Directs the office to develop a communications and stakeholder management plan by July 1, 2020, and establish an annual feedback method from all billed state governmental units by January 1, 2021.

Appropriates $775,000 to the Office of Information Technology for fiscal year 2019-20, consisting of $575,000 for central administration and $200,000 for project management (2.0 FTE).
