Changes the timing of joint committee of reference hearings from the interim between legislative sessions (between November 1 and the commencement of the following session) to the first two weeks of the regular legislative session.

Repeals subsection (2)(a.5) which previously required committee appointees to be designated by December 1 and allowed members and members-elect to attend interim hearings with per diem and expense reimbursement.

Updates references in multiple statutes (24-32-124, 24-33.5-1810, 24-33.5-2106, and 25.5-5-324) to align department annual presentation and reporting requirements with the new hearing schedule and committees of reference structure.

Reduces the legislative department appropriation for fiscal year 2019-20 by $37,422, from $51,308,908 to $51,271,486 (with corresponding reductions in general fund and general assembly allocations).

Takes effect 12:01 a.m. on August 2, 2019 (ninety days after final adjournment), unless a referendum petition is filed, in which case it requires approval by voters in the November 2020 general election.
