Amends Colorado Revised Statutes 24-37.5-102 to exclude the Department of Education from the definition of "state agency" for purposes of the Office of Information Technology.

Modifies Colorado Revised Statutes 24-37.5-106 to allow the chief information officer to contract with the Department of Education for disaster recovery services despite its exclusion from state agency definition.

Effective date is August 2, 2019, unless a referendum petition is filed within 90 days after adjournment, in which case the act requires approval by voters at the November 2020 general election.
