• State department shall pursue federal Title IV-E reimbursement for administrative costs of independent legal representation for children in foster care and their parents in foster care legal proceedings.

• Creates Title IV-E Administrative Cost Cash Fund to receive and manage federal reimbursements, with approved uses including advocacy for homeless and at-risk youth, education advocacy, and specialty court activities for children and families in the child welfare system.

• Extends Title IV-E Waiver Demonstration Project repeal date from June 30, 2019 to June 30, 2020 and requires submission of sustainability plan to Joint Budget Committee by January 2, 2020.

• Restructures Child Welfare Prevention and Intervention Services Cash Fund with two accounts: Small- and Medium-Sized Counties Account and All-Counties Account, allowing allocation of unexpended general fund money to counties for approved child welfare services.

• Appropriates $9,700,000 from federal Temporary Assistance for Needy Families block grant money and $9,700,000 from general fund for fiscal year 2019-20 child welfare services and prevention/intervention programs.
