CO SB259

Allows the Centennial South Campus of the Centennial Correctional Facility to house up to 126 inmates on a limited basis when the state male prison vacant bed rate falls below 1% for two consecutive months and all other options are exhausted.

Requires the Department of Corrections to transfer housed inmates to other facilities within 30 days once the state male prison vacant bed rate exceeds 1% vacancy.

Mandates reporting to the Joint Budget Committee and judiciary committees within 5 days of using the facility and monthly reports thereafter detailing continued use, steps to address vacancy issues, and expected resolution timelines.

Requires the Department to consider input from legislative interim committees during 2019 regarding prison population management strategies, including population reduction efforts and analysis of private prisons and alternative bed programs.

Repeals this provision effective September 1, 2020, making this an emergency measure with a sunset date.
