Amends Colorado Revised Statutes 38-13-116.5 to authorize three transfers from the unclaimed property trust fund to the general fund on specified dates.

State treasurer shall transfer $25 million on July 1, 2009, and $8 million on June 30, 2016 from the unclaimed property trust fund to the general fund.

State treasurer shall transfer $30 million on July 1, 2019 from the unclaimed property trust fund to the general fund.

Declares the act necessary for the immediate preservation of public peace, health, and safety under the safety clause provision.
