State Treasurer transfers $100 million from the General Fund to the Highway Users Tax Fund on July 1, 2019, as a one-time transfer.

Transferred funds must be allocated and expended according to the distribution formula specified in section 43-4-206(6)(b).

Amends Colorado Revised Statutes 43-4-205 to clarify that the General Fund transfer is subject to the existing highway fund allocation formula, except as otherwise provided in subsections (6.4) and (6.7).

Bill is declared necessary for immediate preservation of public peace, health, and safety under the safety clause provision.
