Submits to Colorado voters on November 3, 2020 a constitutional amendment allowing the General Assembly to transfer Great Outdoors Colorado (GOCO) lottery fund proceeds to the state education fund by law.

Allows transfers beginning with the third quarter of the 2020-21 state fiscal year, consisting of available net proceeds minus any money required to pay bonds issued by the GOCO trust fund board.

Ballot title asks: "Shall there be an amendment to the Colorado constitution concerning the ability of the general assembly to transfer great outdoors Colorado funds by law to the state education fund?"

Amendment becomes part of the state constitution if at least 55 percent of voters voting on the ballot title vote "Yes/For".
