Reduces maximum regular session length from 120 calendar days to 90 days in even-numbered years and 60 days in odd-numbered years.

Limits each legislator to introducing 2 bills and 2 resolutions per regular session, excluding appropriations bills, committee-recommended bills, and procedural resolutions; allows each house to create exemption processes.

Establishes a biennial budget cycle beginning July 1, 2022, with general appropriation bills considered only in even-numbered years' sessions.

Implements a structured budget review process where the Joint Budget Committee divides the appropriation bill by subject matter for committee review, with reference committees able to alter but not increase funding allocations.

Requires 55% voter approval at the November 3, 2020 election for the constitutional amendment to take effect.
