Establishes the wildfire mitigation resources and best practices grant program within the Division of Local Government to provide grants for outreach to landowners about wildfire mitigation resources and best practices.

Eligible grant recipients include local government agencies, special districts, tribal agencies, faith-based organizations, and nonprofit organizations registered in good standing with the Secretary of State.

Grant awards are limited to applicants conducting outreach in high wildfire hazard areas and prioritized based on the potential impact of the proposed outreach.

Extends the increased wildfire mitigation income tax deduction allowing landowners to deduct 100% (rather than 50%) of wildfire mitigation costs up to $2,500 per year for tax years 2021-2023, with the deduction expiring December 31, 2027.

Repeals the grant program effective January 1, 2025, with annual reporting required to the Wildfire Matters Review Committee through that date.
