HB 20-1011: Helping Others Manage Early (HOME) Childhood Act

• Creates a statewide public awareness campaign implemented by a contracted third-party entity to educate families, providers, and caregivers about early childhood education expectations, kindergarten readiness standards, and available state resources.

• Establishes multicounty workshops for early childhood providers during the 2021-22 academic year covering job skills, career pathways, and licensure requirements and procedures.

• Develops regional workshops from May through August 2022 instructing participants on how to start early child care centers or preschools, the Colorado SHINES quality rating system, and licensure requirements.

• Requires the Department of Human Services to provide adequate child care at all workshops to maximize attendance.

• Repeals the act effective September 1, 2023, with mandatory prior review of the effectiveness of all three components before repeal.
