Expands the child welfare program for children and youth with intellectual and developmental disabilities or co-occurring disorders to include those at risk of out-of-home placement, not just those already placed.

Allows parents or legal guardians to submit applications directly to the program, in addition to county departments, and extends all notification requirements to them.

Changes reimbursement so the state department directly reimburses licensed providers for placements when the child or youth is not in county custody.

Requires the state department to establish rules for admission criteria (including risk or acuity), wait list management, behavioral health services access, and discharge planning for youth aging out at 18.

Mandates annual public reporting beginning September 1, 2020, including demographic information, wait times, discharge reasons, and referral data.
