State Department of Human Services shall provide technical assistance and financial incentives to programs rated at level one or two in the Colorado Shines System to advance to level three or higher quality levels.

Early Childhood Councils must support state assistance efforts through local community outreach and engagement strategies.

Early Childhood Councils applying for school-readiness quality improvement funding must describe in their 3-year plans how they will target and recruit programs rated at level one or higher in the Colorado Shines System.

Councils that received funding prior to fiscal year 2020-21 must amend their 3-year school readiness plans to comply with these new requirements.
