Increases Colorado Youth Advisory Council from 44 to 46 members by adding one voting member representing the Southern Ute Indian Tribe and one voting member representing the Ute Mountain Ute Tribe

Reduces at-large nonvoting members from five to three, with at-large members selected to ensure diversity and adequate rural representation

Requires council members to be enrolled in and attending a tribal or Colorado junior high, middle, or high school, or participating in alternative education programs including online/charter schools, home-based programs, or high school equivalency examination programs

Amends Colorado Revised Statutes section 2-2-1303 regarding membership selection and qualifications for the Youth Advisory Council

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
