Increases Colorado's judicial districts from 22 to 23, effective January 7, 2025, in response to the eighteenth district's population exceeding one million people while other districts have not exceeded 750,000.

Reallocates counties: the eighteenth judicial district will consist of Arapahoe County only with 17 judges, while the new twenty-third judicial district will comprise Douglas, Elbert, and Lincoln counties with 8 judges.

Allows existing eighteenth district judges living within the new twenty-third district's boundaries to complete their current terms in the new district without creating judicial vacancies.

Requires the judicial department to report annually from 2021-2025 on system changes needed for the transition, with a final transition report due in 2026.

Mandates elections in November 2024 for district attorneys in both the eighteenth and new twenty-third judicial districts, with district court judges eligible for retention elections in their respective districts.
