Authorizes Colorado State Patrol port of entry officers to direct traffic as part of their duties under proper orders from the chief of the Colorado State Patrol.

Expands the powers of port of entry officers to include all powers invested in peace officers in connection with directing traffic and enforcing vehicle-related statutes including articles 2, 3, 8, and 20 of Title 42 and specific sections related to vehicle regulations.

Maintains the restriction that port of entry officers cannot serve civil writs and process.

Preserves officers' existing authority to restrain and detain persons or vehicles and impound vehicles for unpaid taxes, license fees, or regulatory law violations.

Includes a safety clause declaring the act is necessary for immediate preservation of public peace, health, or safety.
