Replaces the requirement for the State Board of Education to review all preschool through secondary education standards every six years with a staggered approach reviewing approximately one-third of standards each cycle.

Establishes three review schedules: approximately one-third of standards by July 1, 2022 and every six years thereafter; approximately one-third by July 1, 2024 and every six years thereafter; and the remaining third by July 1, 2026 and every six years thereafter.

Maintains the requirement that all standards are reviewed at least once, but not more than once, every six years overall.

Requires the State Board to continue considering recommendations from the history, culture, social contributions, and civil government in education commission when revising history and civics standards.

Takes effect August 5, 2020, unless subject to a referendum petition filed within 90 days after the legislative session ends, in which case it requires voter approval at the November 2020 general election.
