Expands statewide training and technical assistance to help communities develop supportive housing programs for people with behavioral, mental health, or substance use disorders who are homeless or at risk of homelessness and have contact with the criminal or juvenile justice system, with priority for rural and frontier communities.

Creates a supportive housing predevelopment grant program to provide funding for entities developing evidence-based supportive housing interventions, including staff capacity building, with prioritization for rural or frontier communities and hands-on technical assistance for recipients.

Establishes a supportive housing services and homelessness prevention grant program to fund supportive housing services not covered by Medicaid and homelessness prevention projects, with priority for rural or frontier communities and collaboration requirements with regional accountable entities.

Requires the division to develop a plan to increase participation in regional homeless data systems, improve data reporting accuracy, and create an integrated user interface for housing and supportive services data systems across the state.

Schedules the predevelopment grant program for repeal on September 1, 2024, and the supportive housing services program for repeal on September 1, 2027, with both subject to legislative review before expiration.
