HB 20-1038 Summary

• Repeals obsolete statutory provisions from the Colorado Department of Public Health and Environment related to youth prevention, intervention, and treatment programs that were transferred to the Department of Human Services under HB 13-1117.

• Eliminates sections 25-20.5-101 through 25-20.5-109 of Colorado Revised Statutes, including requirements for state plan development, state board of health rules, memoranda of understanding, and program reporting requirements.

• Removes provisions requiring the division to submit state plans for youth services delivery, establish performance indicators, and conduct biennial reviews of prevention and intervention programs.

• Effective 90 days after final adjournment of the 2020 legislative session (August 5, 2020), unless subject to a referendum petition, in which case it becomes effective upon voter approval at the November 2020 general election.
