• Creates an online transparency task force to recommend ways to enhance public access to state agency rules and the rule-making process through improved or new online resources.

• Task force membership includes heads of principal state departments, the state chief information officer, and the executive director of the statewide internet portal authority, with interested legislators also eligible to participate.

• Task force must recommend options for designing and implementing an integrated state rule-making web portal, common reporting formats and protocols for rule-making agencies, and identify an entity to manage the portal.

• Task force must submit written recommendations to the General Assembly's committees of reference with jurisdiction over business and state affairs by January 1, 2021, then cease operations.

• Act takes effect August 5, 2020 (or 90 days after final adjournment), unless subject to referendum petition, in which case it requires voter approval at the November 2020 general election.
