Amends the definition of "casual sale" to include "any hospital registered other outlet" in addition to registered prescription drug outlets, allowing these entities to transfer drugs to other authorized entities without being classified as a consumer transaction.

Establishes a 10 percent annual limit on the total number of dosage units that can be transferred, delivered, or distributed through casual sales by registered prescription drug outlets or registered other outlets.

Allows registered prescription drug outlets or licensed hospital other outlets to make casual sales of drugs in manufacturer's sealed containers to other registered outlets, wholesalers, or practitioners authorized to prescribe drugs.

Repeals previous restrictions on casual sales between county or district public health agencies' registered other outlets, removing conditions that limited such sales to outlets within the same agency.

Effective date set for August 5, 2020, or upon voter approval if a referendum petition is filed within 90 days of final adjournment.
