Allows vintner's restaurant licensees to manufacture vinous liquors on alternating proprietor licensed premises with state licensing authority approval.

Increases the combined manufacturing limit for vintner's restaurants from 250,000 gallons to 250,000 gallons per calendar year across both their primary licensed premises and alternating proprietor licensed premises.

Prohibits retail sales of vinous liquors from alternating proprietor licensed premises; sales may only occur at the vintner's restaurant's primary licensed location.

Permits wine fermented, manufactured, and packaged on either the licensed premises or alternating proprietor licensed premises to be sold in sealed containers for off-premises consumption.

Takes effect August 5, 2020, unless subject to a referendum petition, in which case it requires approval by voters at the November 2020 general election.
