Clarifies that student publications in all formats (printed, broadcast, or online) and whether school-sponsored or not are protected from prior restraint, except for specific types of expression listed in subsection (3).

Allows advisors to encourage student expression that meets high standards of English and journalism without preventing protected speech.

Prohibits public school employees from being dismissed, suspended, disciplined, reassigned, transferred, or otherwise retaliated against for protecting students' free expression rights or refusing to infringe on conduct protected by the law or First Amendment.

Takes effect August 5, 2020, or upon approval by voters in the November 2020 general election if a referendum petition is filed within the 90-day period after final adjournment of the legislature.
