• Authorizes Rangely Junior College District Board to execute instruments to convey title of the Rangely campus to the state college board and limits board powers to tax collection, budget adoption, and specific enumerated powers.

• Codifies 2006 voter approval allowing Moffat County Affiliated Junior College District to continue indefinitely collecting up to three mills of property tax to support Colorado Northwestern Community College instead of dissolving on January 1, 2009.

• Authorizes Moffat County Affiliated Junior College District Board to convey property to the state college board, hold and sell land owned as of January 1, 2009 at fair market value with proceeds supporting facility improvements, and execute documents to quiet title.

• Both boards remain five-member elected bodies subject to Colorado open records and open meetings laws, with term limits of two consecutive four-year terms.
