Authorizes sanitation and water and sanitation districts with 2,500 or fewer residents in counties with 25,000 or fewer residents to provide residential waste collection and transportation services.

Allows districts to either contract with third-party service providers (with mandatory competitive bidding at least 30 days prior) or directly provide services following procedures in state law, with contracts limited to three years maximum.

Permits districts to impose fees, rates, penalties, or charges for waste services and require residents to use or pay for residential waste services.

Prohibits districts from providing solid waste services within municipal, city and county, or county boundaries without consent of that governmental body.

Amends waste service regulations to clarify that private persons may provide waste services in special districts operating under Title 32, Article 1, if a governmental body also provides those services within the same area.
