Prohibits terminating the life of an unborn child beginning at fertilization and establishes violation as a class 1 felony.

Exempts licensed physicians who perform medical procedures to prevent maternal death or provide treatment (including chemotherapy or ectopic pregnancy removal) that unintentionally injures or kills the unborn child.

Exempts pregnant mothers from criminal liability; does not prohibit contraception sale or use.

Declares any federal law or court order denying protection of life at conception null, void, and unenforceable in Colorado, and asserts U.S. courts lack jurisdiction over Colorado's interest in protecting life from conception.

Establishes conviction for violating the prohibition as unprofessional conduct for physician licensing purposes; effective July 1, 2020.
