Repeals the requirement that all managers and employees of medical marijuana businesses be Colorado residents at the time of license application

Removes the residency requirement for managers and employees with day-to-day operational control of medical marijuana or retail marijuana businesses, and for controlling beneficial owners

Eliminates the prior exemption allowing up to two years of residency requirement waiver for individuals enrolled in marijuana-based workforce development or training programs

Changes license validity periods for regulated marijuana business licenses and controlling beneficial owner licenses from two years to one year after issuance

Takes effect August 5, 2020, unless subject to a referendum petition, in which case it requires voter approval at the November 2020 general election
