Department of Health Care Policy and Financing must reimburse federally qualified health centers (FQHCs) for telemedicine services provided to Medicaid recipients at rates equal to comparable face-to-face encounters.

Telemedicine services delivered by FQHCs are defined as face-to-face encounters under federal Social Security Act requirements.

Costs associated with clinical pharmacist services provided through FQHCs are considered allowable costs and must be included in the calculation of FQHC reimbursement rates for patient visits.

State department shall promulgate rules to implement provisions regarding clinical pharmacy services reimbursement.

Act takes effect 90 days after final adjournment of the general assembly (August 5, 2020) unless subject to referendum petition, in which case voter approval in November 2020 is required.
