Grants county boards of commissioners authority to license and regulate owners or owners' agents who rent or advertise lodging units for short-term stays.

Allows counties to establish fees, terms, and procedures for issuing and revoking licenses for short-term lodging rentals.

Excludes internet hospitality services from the definition of "owner's agent" subject to county licensing requirements.

Clarifies that county licensing or regulation of short-term rentals does not affect whether a lodging unit qualifies as a residential improvement for property tax purposes.

Becomes effective August 5, 2020, unless a referendum petition is filed, in which case it requires voter approval at the November 2020 general election.
