Removes the $1,000 dollar cap on permit fees that local boards of health may set for on-site wastewater treatment system permits.

Requires permit fees to be no greater than the actual indirect and direct costs of the local public health agency's services, as nearly as can be practically established.

Mandates local boards of health provide permittees with a written statement upon request explaining how the permit fee was calculated.

Applies the fee changes to all fees set on or after the effective date of the act (August 5, 2020, or later if subject to voter approval).
