Prohibits any person from intentionally or recklessly performing or attempting to perform an abortion if the fetus has reached 22 weeks gestational age or older, except in limited circumstances.

Allows abortion after 22 weeks only when a physician determines in reasonable medical judgment that the procedure is immediately required to save the life of the pregnant woman due to a physical disorder, illness, or injury (not including psychological or emotional conditions).

Violators are guilty of a class 1 misdemeanor punishable by fine only, with no jail time allowed; pregnant women who obtain abortions and persons filling prescriptions or providing equipment are exempt from criminal penalties.

Physicians who violate the gestational age assessment requirements face unprofessional conduct charges and mandatory suspension of their medical license for at least three years.

Effective date is 90 days after final adjournment of the general assembly, or subject to voter approval if a referendum petition is filed by November 2020.
