Increases the Fort Lewis College Board of Trustees from 9 to 11 members, effective with the appointments on or before September 1, 2020.

Governor appoints 9 voting members with senate consent (increased from 7), with no more than 5 from any one political party, at least 1 enrolled member of a federally recognized Native American tribe, and at least 2 residents of southwestern Colorado counties or Ute Mountain Ute or Southern Ute reservations.

Adds an elected student member (10th position) and an elected faculty member (11th position) to serve in advisory, non-voting roles, with the student member serving a 1-year term and the faculty member serving a 2-year term.

New gubernatorial appointees (8th and 9th members) take office on or before September 1, 2020, with one member's term expiring January 1, 2023, and the other on January 1, 2025.

Declares the act necessary for immediate preservation of public peace, health, or safety.
