Amends the Safe2Tell program to exempt forwarding information to law enforcement if the call was transferred to the Statewide Behavioral Crisis Response System.

Requires training materials for law enforcement dispatch centers, school districts, and schools on appropriate response to Safe2Tell tips to be developed in collaboration with stakeholders for standardized messaging.

Expands Safe2Tell educational materials distribution to target Colorado school-age children, teachers, administrators, education professionals, and youth-related organizations including Boys and Girls Clubs and 4-H Extension offices.

Requires the Department to devise a process and develop standardized protocols by February 1, 2021, to transfer mental health or substance use communications received by Safe2Tell to the Statewide Behavioral Crisis Response System as appropriate.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
