Prohibits use of Class B firefighting foam containing intentionally added perfluoroalkyl and polyfluoroalkyl substances (PFAS) at aircraft storage and maintenance structures in Colorado airports beginning January 1, 2023.

Exempts testing of firefighting foam at aircraft structures located in FAA-designated public-use airports if the airport has containment systems to capture discharged foam and testing complies with National Fire Protection Association standards, building codes, insurance requirements, and manufacturer recommendations.

Requires the Solid and Hazardous Waste Commission to establish a certificate of registration program for facilities, fire departments, and lessees that use or store PFAS, with standards for capture and disposal effective January 1, 2023.

Facilities, fire departments, and lessees must obtain the certificate of registration by June 1, 2021, or six months after first obtaining PFAS, whichever is later.

Appropriates $43,836 to the Department of Public Health and Environment for the 2020-21 fiscal year to implement the regulatory program with 0.5 FTE.
