Establishes the Office of Homeless Youth Services in the Department of Local Affairs to provide information, coordination, and support services to entities serving youth experiencing or at risk of homelessness.

Expands the age requirement for eligible youth from "more than 11 years to less than 21 years" to "24 years of age or younger."

Creates a grant program awarding up to 5 grants of $250,000 each by January 1, 2021, to existing service providers offering street outreach, drop-in centers, emergency shelters, supportive housing, and transitional living programs.

Prioritizes grant awards to applicants serving underserved areas of the state and requires the Department of Local Affairs to promulgate rules by September 1, 2020.

Requires the Department to submit a report by March 1, 2023, to the General Assembly detailing grant program outcomes, needs assessment, grant recipients, and service effectiveness; this reporting requirement repeals July 1, 2023.
