HB 20-1128 Summary

• Requires teachers, special services providers, principals, and administrators to complete 10 clock hours of professional development in special education laws and inclusive learning practices during each license renewal period.

• Mandates that all educator preparation programs at Colorado colleges and universities include coursework covering the Individuals with Disabilities Education Act (IDEA), Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, individualized education programs (IEPs), Child Find, and effective special education classroom practices.

• Requires alternative teacher programs, alternative principal programs, and individualized alternative principal programs to include education and training on federal disability laws, IEPs, Child Find, and inclusive learning environment practices.

• Allows educators with less than three years remaining in their license renewal period as of June 30, 2020, until the end of the next renewal period to complete requirements, with option to submit qualifying courses completed within five years prior to June 30, 2020.

• Permits licensees to apply a single professional development course or ability toward multiple content or hourly requirements established by statute or state board rule.
