• Requires the judicial department to publish all Colorado Supreme Court and Court of Appeals opinions online in a searchable, free-of-charge format by March 1, 2022.

• Exempts unpublished Supreme Court opinions and Court of Appeals opinions not designated for official publication under Colorado Appellate Rules from the online publishing requirement.

• Maintains existing requirement for physical publication of opinions in bound volumes of at least 650 pages each.

• Makes the act subject to voter approval via referendum petition; if approved at November 2020 general election, takes effect on the date of official vote declaration by the governor.
