• Creates a menstrual hygiene products accessibility grant program administered by the Department of Public Health and Environment to provide awards to public schools and school districts for providing tampons, menstrual pads, and pantyliners at no cost to students in middle school, junior high, and high school.

• Grant recipients may use awards to acquire and distribute menstrual hygiene products or to install and maintain dispensing machines and disposal receptacles for these products.

• Applications must include information about student enrollment, Title I federal funding eligibility, number of accessible restrooms including gender-neutral restrooms, and current menstrual product provisions.

• Grant awards prioritize schools and districts serving high school students, those eligible for Title I federal funding, those providing few or no products, and those making products accessible in gender-neutral restrooms or providing gender-inclusive accommodations.

• The Department of Public Health and Environment must submit summarized reports to the legislature by January 1, 2022 and January 1, 2023, and the program is repealed effective July 1, 2023.
