• Vested property rights established under Article 68 of Title 24 expire or are relinquished upon the effective date of a land tract's disconnection from a municipality.

• Disconnected land must be made subject to the county's zoning resolution, zoning map, and other land development regulations within 90 days after the disconnection becomes effective.

• County zoning provisions that automatically apply a uniform zoning classification to all future disconnected land are void and unenforceable for any particular tract.

• Counties may elect not to issue building or occupancy permits during the 90-day period following disconnection and cannot approve subdivisions until zoning is enacted for the disconnected tract.

• The bill applies to all disconnection applications submitted on or after the effective date of September 1, 2020.
