Removes the requirement for the Department of Education to administer a state social studies assessment to high school students, retaining only assessments in elementary and middle school grades.

Maintains the department's obligation to administer social studies assessments once in elementary school and once in middle school through a representative sample of public schools, with assessments administered to each school at least once every three years.

Allows school districts and charter schools not included in the representative sample to request that the department administer the assessment in their schools.

Reduces the statewide assessment program appropriation from the state education fund by $667,680 for the 2020-21 fiscal year.

Took effect August 5, 2020, subject to voter approval in November 2020 if a referendum petition was filed.
