CO HB1140

Prohibits the Colorado Department of Health Care Policy and Financing from denying Medicaid recipients the right to purchase direct primary care services or enter into direct primary care agreements.

Requires the department to seek any federal waiver necessary to implement this provision.

Department may encourage but shall not require pro bono services from direct primary care providers to Medicaid recipients.

Requires a report to the Joint Budget Committee by July 1, 2025, analyzing whether the provision resulted in cost-savings to state and federal Medicaid programs and changes in overall access to care for Medicaid recipients.

Repeals the new Medicaid provision effective July 1, 2025, unless legislative action extends it.
