HB 20-1149 Summary: Student Voice, Student Vote Act of 2020

• Allows preregistered individuals age 16 and older to vote in school district elections, including elections for state board of education, school district officers, mill levies, and organizational measures.

• Preregistrants automatically register to vote in all elections upon turning age 18 and receive written notice about eligibility, how to update registration, and how to obtain and cast ballots.

• Preregistrants age 16+ may circulate and sign petitions to nominate or recall school district officers but cannot run for office or be appointed to fill vacancies.

• Repeals requirement that preregistrant voter information be kept confidential; establishes transition period with notification to preregistrants about the change through July 1, 2021.

• State reimburses counties for direct costs of ballots sent to preregistrants in school district elections; students age 16+ may serve as election judges without parental consent; applies to elections conducted on or after July 1, 2021.
