HB20-1151 Summary

• Authorizes transportation planning organizations (TPOs) to exercise powers of regional transportation authorities (RTAs) by adopting a resolution, including authority to impose motor vehicle registration fees, visitor benefit taxes, and sales/use taxes.

• Requires TPO resolutions specifying regional transportation systems to be provided and boundaries of the authority territory, with boundaries limited to TPO member jurisdictions unless non-member areas consent.

• Mandates that additional transportation funding obtained by TPOs exercising RTA powers must supplement, not supplant, state transportation funding allocated within TPO boundaries.

• Requires the Colorado Department of Transportation to provide evidence in its annual budget allocation plan that state transportation funding within TPO boundaries has not been reduced due to additional transportation funding obtained by the TPO.

• Applies existing RTA requirements to TPOs including public hearing requirements, intergovernmental agreement provisions, voter approval for taxes, and consent requirements for non-member jurisdictions.
